Prof. Dinesh Kumar  – MBA, IAP, ICAO Expert

Mr. Dinesh Kumar has held various senior positions viz. Director Indian Aviation Academy, wherein he set up an autonomous Joint Training Academy of Airports Authority of India, Director General of Civil Aviation and Bureau of Civil Aviation Security. In the first year of operation, he secured accreditations from ICAO for Aviation Security Training Centre (ASTC); Train-Air Plus Membership of ICAO and IATA Authorised Training School.

With over 35 years’ experience in diverse airport management functions: Airport Cargo Management, Commercial Management, Facilitation, Governmental Affairs, Human Resources, Airport Marketing, Airport Operations, Airport Planning, Training and Development, Mr. Dinesh Kumar has previously held assignments as Executive Director (Human Resources), Executive Director (Cargo) at Corporate Office and Airport Director, Chennai International Airport (11 million pax p.a.) and Member Secretary of Governing Council of NIAMAR Society.

He also worked as Regional Executive Director, Airports Authority of India heading 29 airports of North Region. He spearheaded a programme alongwith Airport Directors of North Region to put 5 of the regional airports in to Top 10 (among 52 AAI airports) in the Customer Satisfaction Index (CSI). He also secured accreditation of ICAO-TrainAir Plus for Fire Training Centre, New Delhi.

He is an ICAO expert on Air cargo Management and has delivered international fellowship courses while teaching at Indian Aviation Academy.

He is also an Instructor on Team of faculty of Global ACI-ICAO AMPAP – and a visiting faculty in Management Development Institute (MDI), Gurgaon, India

He has been elected to the IAP Community of Practice (, Montreal, Board of Directors for a 3 year term(2013-2016).

Throughout his career, he has had many firsts to his credit in creating airport landmarks such as the first mechanised courier-express terminal at Delhi and Chennai International airports; Implemented Electronic Data Interchange in India and South East Asia; chairing meetings in Singapore, Malaysia, Philippines, Indonesia, Hongkong , Bangkok, Sri Lanka and New Delhi as Chair of Air Transport Joint Working Group of UN-AFACT; got 2nd airport approved for Chennai; redeployed 3,500 employees consequent to formation of joint venture airports at New Delhi and Mumbai; and start up of the autonomous Aviation Academy of India.

Mr. Kumar holds a Masters in Business Administration in the field of Marketing, Corporate Finance & Foreign Trade.

Awards and Recognitions:

He has received a number of national and international awards, including: International Roll of Honor of  The International Air Cargo Association (TIACA), USA (2000); HR Leadership – World HRD Congress 2011; most powerful HR professional of India World HRD Congress 2010; Best 30 Training and Development Professionals of India 2013 Asia Pacific HRM Congress, 2013.

He is a Member of Aeronautical Society of India, Member – National Labour Legislation Committee of ASSOCHAM (Associated Chambers of Commerce)

H  has also authored 3 poetry books, ( in Hindi and English). He is an established Painter with several solo and group exhibitions to his credit. Plays Golf.

Mr Sanjiv Kumar brings with him rich experience in both Passenger and Air Cargo operations with the national Carrier, Air India having served at different stations including US.

He is an Associate with AAA.


M.N. Chaturvedi, Aviation Security Expert

He is a Master of Science (1970) with a Diploma in Journalism (1982). He worked with Bureau of Civil Aviation Security (BCAS), the regulatory body and appropriate authority for civil aviation security in India for more than 18 years. He worked on aviation security planning, administration, supervision, training/ instructing, audit/inspection/survey and AVSEC tests etc. Headed east and north as Regional Deputy Commissioner of Security, BCAS including a number of hyper sensitive and sensitive airports in India. He has vast experience in aviation security strategic planning,  drafting specifications for security equipment and evaluation of national AVSEC documentation including handling special security of passengers, VVIPs / VIPs at airports, cabin baggage, hold baggage, Cargo, mail. Has organised national and international seminars on security besides ICAO Certified AVSEC instructor.

Also served as Security Consultant with Airports Authority of India, from October 2008 to November 2010. Currently he is a Consultant with Ministry of Civil Aviation, Government of India since 2010.

Work experience

He Underwent professional courses on Aviation Security – (a) Basic AVSEC, (b) AVSEC National Inspector,(c) Screeners certification courses (d) Course Developer (e) Human rights and   (f)  security administration.

Undergone AVSEC seminar-cum-management course at Tokyo, Japan in 1998.  Recently elected as member of All India executive committee of JICA Alumni Association (JAAI) for two years. ICAO certified   AVSEC Instructor at Penang, Malaysia in 2003. Certified as ICAO   Universal Security Auditor at Amman, Jordan in 2006. Certified by United Nations in Basic and Advance Safety Procedures for international mission assignments in 2007. Re-certified by ICAO as Universal Aviation Security Auditor by ICAO in December 2008.

He has been a member of ICAO security audit teams of Oman, Yemen in 2006, Iran 2007 Bangladesh and Bhutan in 2009 to assess compliance of  SARPs of Annex 17  and Annex 9 Standards  under  Universal Security Audit Programme; Indian teams for security audit of national air carriers arrangements at New York, Toronto and   Singapore airports. Attended international conferences on facilitation, Annex 9 and to Nepal for assessing the assistant to be provided for aviation security; and 8th Steering Committee (SCM) of CASP, AP.

Coordinator Regional AVSEC seminar organised by Government of India 2011 to endorse the 37th ICAO Assembly declaration and presented paper on emerging threats, i.e.  Body Bomb / Surgically implanted Improvised Explosive Device 2012 before representatives from 14 member States and 7 observers /administrations in the 9th Steering Committee Meeting of CASP AP at ICAO Regional office, Bangkok.

Drafted first National Civil Aviation Facilitation Programme of India to ensure compliance of Standards of Annex 09 after inter-ministerial consultation. Associated in development of National Civil Aviation Security Programme of India, Contingency Plans, Airlines Security Programmes, Quality Control Programmes.

Drafted TORs for formation of Security Advisory Council on Civil Aviation (SACCA) in Ministry and Anti-hijacking (Amendment) Bill 2010 to incorporate the provisions of Beijing Protocol 2010 supplementary to Hague convention 1970, rule/making provisions, procedure for confiscation of property; and other bilateral agreements.

Coordinated CASP-AP National AVSEC Inspectors course from India and Philippines and Specialized Quality Programme Development Workshop at Bangalore 2013 by ICAO for India, Bangladesh, Bhutan and Nepal. Drafted CASP AP 2011.

Drafted policy guidelines for Regulated Agent regime in India.
